Реферат: Modeling plays an important role in understanding the development of a pandemic. Aim of the work is the application of expert knowledge to manage medical decisions during a pandemic. To study the problem a cognitive approach was used. Primary data for building graphical models were obtained based on a survey of citizens of different age categories. Factors influencing the medical care and causal relationships between them have been identified. A cognitive model is built. A simplicial analysis and a simulation experiment were carried out. It was revealed, that the more significant for the satisfaction of the patient with medical care in the polyclinic will be its competent routing at the level of the registry and the general reception room. It is revealed, among other things, when simulating the improvement of the factor ‘out-patient polyclinic working hours’, the target factor – the degree of ‘medical dissatisfaction’ of people – is decreased. The results are used to support managerial decision-making.
